Why are the bottoms of the trees in Uzbekistan painted white?



I chose to type this post with a Browner font-color cause it's about trees. 
I noticed this interesting cultural trademark all around Uzbekistan.


Even that concrete post is painted white at the bottom! :


Shorter bushier trees get painted too, look closely.


The white tips do seem to contribute to the elegant atmosphere around the historical architecture. 



I imagine that there are people who get paid to find and mark any baby trees which just grew big enough to be noticed. 
Similar to how this future society is depicted in Spongebob:

An essential job indeed. 

Not only the main streets and attractions but even random neighborhoods had the trees marked: 


The little trees in the center look like they are in an initiation ritual: 


I'm sure that for the cultured Uzbek trees, getting bottom painted is as socially important as getting circumcised in america.

Here's a tree without it, however it is inside a private property.. 



Its harder to notice on these naturally whiter trees but look closely and you can see they have paint on them too:

This wooden structure kinda reminds me of the white bottom trees:

Maybe because it's made out of wood, they are considered processed trees and still must conform to rule of having white on the bottom?
I regret to inform you that I still don't know the reason why the trees are colored.. 

but I speculate that it could be to make the environment resemble the flag of Uzbekistan:

Or maybe the reason is simply because it looks good.
